The Naval Air Warfare Center Weapons Division (NAWCWD), Point Mugu, California, intends to award a Firm Fixed Price (FFP) contract on an other than full and open competition basis to Textron Systems Corporation, 124 Industry Lane, Hunt Valley, MD 21030-3342. This acquisition is being conducted under the procedures of FAR Part 12 Acquisition of Commercial Products and Commercial Services. NAWCWD Electronic Warfare Integrated Laboratories (EWIL) has a follow-on requirement in support of the Electronic Warfare Systems Integration Test Environment (EW SITE) to provide comprehensive lifecycle support, including on-call and on-site maintenance, system upgrades, replacement parts provisioning, and personnel training. In accordance with FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, Textron Systems provides unique capabilities that are not available from any other source. Textron Systems is the original equipment manufacturer of the A2PATS and the only source with full data rights to provide systems support. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to be received at the Contracting Office no later than 15 days after the date of publication of this notice, which shall be considered by the agency.
