OVERVIEW: The work is located at the Lower Monumental Dam Powerhouse, Kahlotus, Washington. This solicitation is being issued as a Lowest Price Technically Acceptable (LPTA) Request for Proposal (RFP) and will result in a single firm-fixed price construction contract. This procurement is unrestricted. Competition is open to both large and small business concerns. A small business subcontracting plan is required for large businesses. 100% performance and payment bonds are required for this project. The North American Industry Classification System (NAICS) code for this project is 238220 - Plumbing, Heating, and Air-Conditioning Contractors, and the associated small business size standard is $19,000,000. SCOPE OF WORK: The work will provide a modernized HVAC system that will ventilate, heat, and cool the spaces in the powerhouse using river water for both heating and cooling sources. The new system must allow for efficient powerhouse pressurization to reduce smoke and dust ingress into the powerhouse, prolonging equipment life for many assets and providing for good indoor air quality for occupants.
