The United States Army Corps of Engineers (USACE), Seattle District, intends to issue a firm-fixed-price purchase order on a sole source basis to Upstream Tech for commercial hydrologic and meteorological forecasting services. These services support the Water Management Section’s critical missions for the Green, White/Puyallup, and Kootenai River basins, which include standard reservoir regulation, seasonal water supply forecasting, dam safety, and real-time emergency flood-fighting operations. This requirement will be procured in accordance with RFO 12.102(a), which allows for solicitation from a single source when the contracting officer determines that only one source is reasonably available. The Product Service Code for this requirement is R427 (Support – Professional: Weather Reporting/Observation) and the NAICS code is 541990 (All Other Professional, Scientific, and Technical Services), with a size standard of $19.5 million. The Government has determined that Upstream Tech is the only source capable of providing the required services without unacceptable disruption, mission risk, and substantial duplication of cost.
