The Veterans Health Administration, Network Contracting Office 02 intends to solicit from a single source IAW FAR 13.106(b) to obtain a contract for: It s Five-Year Review, Evaluation, and Update of the Spill Prevention, Control, and Countermeasure (SPCC) Plan for the VA Hudson Valley Health Care System (VAHVHCS) at Castle Point Campus (CPC) and Montrose Campus (MC). The SPCC program is a regulatory framework designed to prevent oil discharges into U.S. navigable waters and adjoining shorelines by requiring facilities to implement prevention, control, and response measures. The VA Hudson Valley Health Care System is mandated by 40 CFR 112.5(b) to review and evaluate its SPCC Plans for Castle Point Campus and Montrose Campus every five years. The last update to the SPCC Plan was completed in 2021. Period of Performance (POP) (estimated): 10/22/2026 through 09/30/2027 with provision of (0) option years. All work to begin immediately upon receipt of a contract. Requirement Description: The Spill Prevention, Control, and Countermeasure (SPCC) Plan must be a written, management-approved document detailing procedures, control measures, and countermeasures to prevent and respond to oil discharges.
