NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT: Under the authority of RFO 6.103-1., Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, it is the Governments intent to award a sole source service contract to the Oglala Sioux Tribe Badlands Bombing Range Department, for Community Relations and Tribal Coordination associated with the Badlands Bombing Range Air Force Retained Area, which lies within the confines of the Pine Ridge Reservation, South Dakota. THIS IS NOT A FORMAL SOLICITATION. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available, and telephone requests for a copy of the solicitation will not be honored. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses received within 15 days will be considered. If no affirmative written response is received, the service contract will be awarded without further notice. A determination by the Government not to compete this proposed service contract is based on RFO 6.103-1.Due to the Tribal Sovereignty of the Oglala Sioux Tribe of the Pine Reservation, they are the only responsible source able to provide these services. The Tribes Badlands Bombing Range Department intends to perform the required services themselves, due to the internal coordination and nature of the support services.
