This Notice is not a solicitation. This is Not a Request for Competitive Proposals. This is a NOTICE OF INTENT for a sole source requirement under NAICS 238210 – Electrical Contractor and Other Wiring Installation Contractors. The U.S. Government at Libreville intends to award a contract for replacement of the Building Automation System (BAS) server and three (3) dedicated workstation laptops with Johnson Control Inc. The contractor shall provide all labor, materials, equipment, software licenses, and technical expertise necessary for a full installation and integration of the Building Automation System. This award is necessary to ensure continuity of services and avoid any lapse until the follow-on contract is awarded. The anticipated performance period is 100 days. This is a one-time supply and installation requirement with no option periods. This is a sole source requirement in accordance with authority of Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions, 6.302-1 (Only one responsible source, no other supplies or services will satisfy agency). The intent of this notice is to meet regulatory disclosure requirements.
