The statutory authority permitting other than full and open competition 10 U.S.C. 3204(a)(1) as implemented by is RFO 6-103-1, Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements, and 10 USC 3204(a)(4) as implemented by RFO 6.103-4, International Agreement. This is a Firm Fixed Price Requirements Indefinite Delivery Contract (IDC) for the C-130 R-391 Propeller Assembly and Component Spares for the United States Air Force (USAF) and Foreign Military Sales (FMS) for a period of three (3) years; a one -year Basic and two (2) one-year Options (in accordance with RFO 52.217-9, Option to Extend the Term of the Contract). This effort requires the procurement and management of the propellers, subsystems, and components to support operational readiness of the C-130J aircraft.
