In support of the goals expressed in Section 203 of Executive Order (E.O.) 14057, Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability (December 8, 2021), the U.S. General Services Administration (GSA) is seeking approximately 600,000 MWh annually of Carbon Pollution-Free Electricity (CFE) and associated Energy Attribute Certificates (EAC) in the Pennsylvania-New Jersey-Maryland (PJM) Interconnection regional transmission organization (RTO). GSA is conducting this Sources Sought to identify contractors who possess the capabilities to provide CFE and associated EACs produced using domestically-manufactured solar panel systems (in support of the objectives expressed in the June 6, 2022 White House Fact Sheet, “President Biden Takes Bold Executive Action to Spur Domestic Clean Energy Manufacturing”). For the purposes of this Sources Sought, solar panel systems include solar energy technologies such as solar panels, including photovoltaic modules and module components (hereinafter collectively referred to as “solar panels”).
