Notice of VISN-Based Solicitation Structure Since release of the prior draft solicitation, the Department of Veterans Affairs (VA) has refined the acquisition strategy for Real Estate Acquisition Support Services to align with the Veterans Health Administration s (VHA) evolving regional operating model. This revised approach supports VA s broader Restructure for Impact and Sustainability Effort (RISE), an organizational transformation directed by Executive Order 14210. RISE is intended to streamline VHA structures and processes, strengthen regional implementation and accountability, and support more consistent, coordinated, and responsive services for Veterans. Accordingly, VA has transitioned from a single nationwide contractor-pool approach to a multiple-award IDIQ structure organized by Veterans Integrated Service Network (VISN) Coverage Area.
