1. Notice to offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. 2. This is a DRAFT FOPR for E-3G AWACS PBL to be awarded on a fair opportunity basis pursuant to Federal Acquisition Regulation (FAR) 16.505 ordering procedures, the terms and conditions of the GSA One Acquisition Solution for Integrated Services (OASIS) Unrestricted Contract (Pool 3) multiple award IDIQ contract and the specific requirements outlined in this draft solicitation. The government is seeking constructive contractor feedback on all aspects of this draft solicitation. Contractors should review all documents with a critical scope in an effort to help the government release a final solicitation that is best aligned with industry best practices and customs.
