Department of Veterans Affairs Program Contracting Activity Central (PCAC) July 30, 2026 NOTICE OF INTENT TO SOLE SOURCE Initial Outfitting, Transition and Activation (IOTA) Services for the Replacement Veterans Affairs Medical Center-Louisville, KY. 100% SDVOSB SET ASIDE This is a Notice of Intent that the Department of Veterans Affairs intends to award a sole source contract to Strategic Medical Equipment Solutions, LLC (SME) for the non-personal Initial Outfitting, Transition and Activation (IOTA) Services for the Replacement Veterans Affairs Medical Center-Louisville, KY. SME has been performing Initial Outfitting, Transition, and Activation support for the Replacement Veterans Affairs Medical Center Louisville, KY under an existing IOTA IDIQ since 2023 and has completed substantial project specific planning and sequencing activities. The project is now in the activation stage, and SME possesses unique knowledge of the facility s activation plans, equipment procurement coordination, warehousing flow, departmental transition schedules, and stakeholder requirements. Transitioning these services to another vendor at this stage would require extensive duplication of work, result in significant delays to the activation timeline, and cause substantial additional cost to the Government.
