CNWR & CVCA Irrigation and Maintenance PRE-SOLICITATION NOTICE Irrigation and Maintenance Services at Cibola National Wildlife Refuge (CNWR) and Cibola Valley Conservation Area (CVCA) This is a Pre-Solicitation Notice with the intent of synopsizing a proposed contract action prior to issuance of the solicitation. Specific instructions on submitting a proposal will be contained in the solicitation documents to be issued on or about December 30, 2025, posted to SAM.gov website. No documents will be available until the solicitation is issued. The U.S. Department of Interior (DOI), Bureau of Reclamation, Lower Colorado Basin (LCB), has a requirement for irrigation and maintenance services at Cibola National Wildlife Refuge, Cibola, Arizona and Cibola Valley Conservation Area, Blythe, California. The Contractor shall perform irrigation and maintenance services at Cibola National Wildlife Refuge and Cibola Valley Conservation Area. Contractor shall provide all personnel, equipment, certifications, tools and materials to accomplish the services to be performed. The high-level objectives of this solicitation include use of farming equipment, efficient water use, chemical application, irrigation, site maintenance, and weed control. This requirement is restricted as a 100% Small Business Set-Aside.
